RESPONSIBILITIES OF REGIONAL CENTER

The Regional Director shall be responsible for all the activities of the Academic Center. She/he shall coordinate and supervise the work of all the Academic Center under him/her and will act as a link between the RIOS and the Academic Center.

Regional Director shall be responsible for coordinating with Institutes, Individuals and other Organizations to offer Programmes and Courses through network of Academic Center in the allotted Region .

Regional Director is authorized to submit proposal to the Institutes, Individuals and other Organizations in the allotted Region for offering Programmes and Courses of Board through Rural Institute of Open Schooling.

Regional Director having existing centres in other Regions can have agreement with the other respective Regional Director for operations in the other Region.

Regional Director shall be responsible for maintaining of all records and registers in respect of the activities of the Academic Center, either academic or administrative.

Regional Director shall supervise the work of the supporting staff members of the Academic Center.

Regional Director shall ensure that the Region Academic Center is kept open on the days fixed by the RIOS.

Regional Director shall abide by the instructions issued to him/her from time to time by the RIOS and shall submit a quarterly MIS report on the activities of Academic Center of the Region to the RIOS.

Regional Director shall ensure discipline in the Academic Center consistent with the aims and objects of the RIOS.

Regional Director shall be required to perform such other duties as may be assigned by the RIOS from time to time for the effective functioning of Academic Center.

Regional Director is authorized to collect Admission Form for Programmes and Courses with Fee and eligibility documents in allotted Region from Academic Center.

Regional Director is responsible to verify eligibility documents of the students as per preferred Board norms and prepare prescribed checklist within three working days. If any discrepancies found in the documents and fee, the same will be informed to Student and Academic Center within 3 working days from the date of receiving. If student and Academic Center fails to submit discrepancies within 7 working days from the date of receiving email from Regional Directors regarding discrepancies, then the Regional Directors will send back student admission Form along with fee and documents to Academic Center and same will be informed to RIOS Office and concerned student on the same day by email and SMS or by registered post.

Complete Admission Form along with eligibility and Fee to be submitted to RIOS head office for further processing within 15 working days from the date of receiving.

Regional Director is responsible to develop Academic Center to promote Programmes and Courses in the allotted Region. Regional Director is responsible to submit Academic Center Form along with supporting documents, Allotment Fee and Joint undertaking within three working days from the date of receiving.

The Regional Director will be responsible to issue advertisements as per prior approval of RIOS in the Region at their own expenses for mobilizing student clientele for Academic Center. A draft admission notification or any other publicity material in which name of the RIOS is included will be approved from the RIOS at least one month in advance. It will be ensured by the Regional Director that such advertisements do not give an impression of commercialization of higher education.

The Regional Director will be liable to provide its services to the Academic Centers for the whole duration of the course. No course will be discontinued in the midway by the Regional Director. In case of the discontinuation of Regional Director in the Mid-Session or during the commencement of a programme, the advance Academic Center allotment fee mentioned will be forfeited and the Regional Director will be liable for any other liability on this account. The RIOS will also be free to impose a suitable fine on the Regional Director.

The Regional Director shall provide, free of charge, space to conduct of examination including practical examination. It will be the responsibility of the Regional Director to conduct periodic inspection of Academic Center (s) as prescribed by the RIOS, at no extra charges.

The RIOS will register the students after receiving the application forms along with the requisite certificates and fees from the Regional Director and a consolidated list of admitted candidates will be sent back by RIOS to the Regional Director for their training, counselling and examination etc. Registration numbers will be allotted by the RIOS to admitted students. The RIOS will have a right to refuse admission to any student without assigning any reason.

In case of unsatisfactory performance of the Regional Director, the RIOS reserves the right to cancel the appointment of Regional Director on the basis of recommendations of Board of Governors and withdraw the Regional Director from after giving one month's notice. The RIOS shall deduct the Incentive of the fees payable to the Regional Director for the full academic year proportionately, if the RIOS cancels the Regional Director in the mid-session.

Regional Director is exclusive service provider for allotted Region for Three years subject to the following condition:

Regional Director will deposit a decided non-refundable security of per Region in the name of the RIOS. This security deposit will not be refunded or adjusted under any circumstances.

Regional Director will establish Academic Centers in each district for the allotted Region within one year from the date of authorization and enrol minimum 2500 (Twenty five hundred)students per academic year of all courses.

The Regional Director will not charge any fee other than the approved fee list of Rural Institute of Open Schooling.

NORMS FOR APPOINTMENT OF ACADEMIC CENTER

To ensure effective delivery of Programmes and Courses and to provide learner support services, an Academic Center, should be owned and managed by persons have experience in education or college level teaching. The norms for approval of RIOS’s Academic Center will be as under:

The Academic Center should be hosted by the institutions established by the Government, a Trust or Society or Company.

The Academic Center must have adequate infrastructure facilities as per the norms and standards of RIOS.

Each Academic Center, on its approval, will have to deposit as an Advance Academic Center allotment fee as per region center in the Region through Demand Draft in favor of the Rural Institute of Open Schooling (RIOS).

RESPONSIBILITIES OF THE RIOS

The RIOS will register the eligible students suggested by the Regional Director and issue Registration number to the students.

The RIOS shall take care of the fulfilment and compliance of the procedural statutory regulations and service provider will support the RIOS whenever necessary.

In matters of change of venue for the conduct of examination, syllabi, eligibility for admission and schemes of examinations etc. decision of the RIOS is final.

On successful completion of the examinations prescribed for a given program, the RIOS shall issue Consolidate Regiment of Marks and Certificates.

The RIOS shall inspect the Regional Director and their Academic Center periodically in respect of the infrastructure facilities including qualified staff for teaching and training so that the standards conform to the standards of the RIOS. Any expense for inspection will be borne by the Regional Director and/or Academic Center.
